This is a highly specific, multi-layered infrastructure development programme designed initially for the Indo-Tibetan border areas and now being extended to other international borders of India in its subsequent phase. Through this programme, the government aims to transform the remote villages into resilient communities, bolstering both infrastructure development and the defence system.
Nevertheless, these villages form the first line of India's long boundary and along with the native population, house India's defence forces to counter any foreign threat. Due to their remoteness and lack of infrastructural facilities, these areas are faced with multiple issues, such as a low literacy rate, out-migration, lack of healthcare facilities, etc. In the wake of the significance of these border villages and for mitigating the issues facing them, the Indian government launched the Vibrant Villages Programme (VVP) in February 2023.
It also focuses on bridging the gap between the border communities and the rest of the population by facilitating community-based tourism development in these border areas. The Vibrant Village Programme is an attempt towards holistic development of the local communities. The development of infrastructure in Kibithoo Village includes the construction of Basketball Court to promote a culture of sports, encouragement of upcoming homestays as a sustainable source of livelihood for the local residents as well as stimulating tourism.
